A Council of Government (COG) is a voluntary association that serves the local governments and the citizens within a region by dealing with issues and needs across city, town, county and even state boundaries. In the rural areas of Arizona, the COGs perform planning services and direct service functions such as operating the Area Agency on Aging, Head Start programs, and employment programs. In 1973, the Federal Transportation Act required that each urbanized area (with 50, 000 or more population) establish a Metropolitan Planning Organization (MPO). The federal law recognized the challenge of addressing congestion and air quality issues in urbanized areas and determined that MPOs should address these issues. MPOs, in cooperation with the State, develop transportation plans and programs for urbanized areas of the State. COG and MPO contact information
